Certainly the Vienna Final Act of 1815 tried to stabilize the power structure, aiming to safeguard future peace. However, the efficacy of such agreements was rarely assessed. The system’s insufficiencies were often revealed with each new crisis. War would be the only indicator of failure of the system. Interstate relations solidified first in apolitical areas.
