WRITING THE SCRIPT 21 The Founding Fathers In the early 1980s, the European Community appeared unable to respond to the prevalent economic crisis brought about by a decade of high inflation, rising unemployment and declining growth.

The next step was to push for additional funding for the implementation of the projects. In Missing Networks, the ERT had heralded its creation of a body which would ‘place infrastructure at the top of the political agenda’ and ‘act as a friendly watch dog over European, national and municipal authorities’.
