Locke's avowed aim in the Preface was to found William Ill's claim to the throne on the consent of the people, and in so doing to build on Parliament's assertion that James II had broken the contract between the king and his subjects. According to Locke, the whole notion of government depends upon the consent of the people, who enter into a voluntary contract with those who exercise authority, whereby they agree to abide by the majority decisions of government in return for the guaranteed preservation of their freedom and their property.
Initially he had borrowed funds from an investor called Sir Thomas Skipwith in order to buy control of the company (although this was not made public at the time). Eventually he was obliged to sell off his shares to other investors 42 William Congreve including the lawyer, Christopher Rich, before finally fleeing from his creditors to the Canary Islands in 1693. This period of instability had led to considerable unhappiness and even threats of mutiny amongst the actors of the united company. But that was nothing by comparison with the turmoil that ensued after Alexander Davenant's flight to the Canary Islands in 1693.
But it is one that is thwarted in the loveless, arranged marriages of the age. Inevitably, men and women find a way round the problem. Wycherley recognises that women have the same sexual appetites as men, but because of the double standards of the age and the high esteem placed upon female chastity (a sign of women's complete submission to men), it was essential for women to preserve their reputation and their honour. This placed them in a hypocritical position in society, which is satirised by Wycherley.
