While it was noted above that EU Member States might not see any value added in becoming a party to the  UN Watercourses Convention in terms of strengthening their own legal frameworks for managing transboundary waters, there may be other justifications for becoming a party to the Convention. The analysis of EU State opinion during the negotiation and adoption of the  UN Watercourses Convention showed that most States were supportive of the exercise. Many States recognised the role the  UN Watercourses Convention could play in supporting the global need to strengthen legal framework for the management of transboundary waters, and the need to coordinate work carried out by international organisations.
