While it was noted above that EU Member States might not see any value added in becoming a party to the UN Watercourses Convention in terms of strengthening their own legal frameworks for managing transboundary waters, there may be other justifications for becoming a party to the Convention. The analysis of EU State opinion during the negotiation and adoption of the UN Watercourses Convention showed that most States were supportive of the exercise. Many States recognised the role the UN Watercourses Convention could play in supporting the global need to strengthen legal framework for the management of transboundary waters, and the need to coordinate work carried out by international organisations.
