Most importantly (given our assumptions), the ideational drives may be curbed by worries about the economic consequences of renegade conduct. Economic Needs As renegade behavior is most predictably punished by economic isolation,40 the natural expectation is that economic interests create stakes in compliance—offsetting the stake in deviance that other calculations may produce.
At the secondary stage, the international community (or, at least, its normsetters) responds, in most cases punitively, to the renegade’s transgressions: it does so to affect the regime’s incentives or ability to misbehave.
