Have I defined the project deliverables? Have I established the scope-both system and project? Have I determined how deliverables will be reviewed and approved? Have I defined the structure and organization of the client team? Have I defined the risks and developed plans to mitigate them? Have I documented the project assumptions and constraints? Have I defined the structure and organization of the project? Have I developed a quality plan? Have I developed a list of detailed project activities?

Hard though it may be to admit, the people side of projects is more important than the technical side. To manage a project, you need to understand four things: 1. Why is this project being done? What does the client expect to get from it? 2. What is the background to this project? How did we get to where we are? 3. Who are the players? Who has fought for this project? Who has fought against it? Who is the executive sponsor? 4. What is the client's priority for this project? These questions overlap; they all reflect different ways of acquiring an understanding of the project.

Even worse are missed activities that delay the entire project team. For example, new development hardware is required, but the plan overlooks the effort needed to set up the network. In this case, not only is there a delay while the network is being designed and implemented, but the entire team is sitting around doing very little other than charging costs to the project. Worse yet are missed repetitive activities. As an example, assume Page 10 that a project will require analysts to build unit test plans and developers to conduct the tests for each program.
