The Jamaican Ministry of Education started a book-rental scheme whereby, from 1981, schools were able to obtain textbooks of their choice for rental to children at subsidized rates. It was found that most ‘new secondary’ schools whose populations had failed to gain entry to ‘high schools’ ignored an English textbook series specially designed for their students, and selected instead the same series that had been in use in the ‘high schools’ since 1968.
