Another feature of the world after World War II was that demands from the general masses for a higher quality of life became increasingly stronger. The diffusion of movies and television sets and other information technologies as well as the increase of overseas travel have enabled the general masses to compare their quality of life by seeing that in other countries. Economic indicators such as per capita income are used in ordinary mass media reports and stimulate people's competitiveness. The Soviet Union and other socialist countries have long objected to the idea of a "free flow of information" across national borders and have instead insisted on the idea of "information sovereignty".
4. Summary and Conclusion Many predictions made so far regarding the impacts of information technologies were not scientific. Many of them only foretell what will become technologically possible. Some of them were nothing but wisbful predictions. Scientific predictions must be based on social theories, facts or recent trends. In tbis paper tbe domestic and international impacts of information tecbnologies were discussed. Domestically, information tecbnologies are likely to undermine mass media influence, cbange social organizations, and increase productivity and efficiency.
