Freiwillig wollte sich keiner der aufstrebenden Assistenten der großen Professoren nach Gottow begeben. Doch Diebner kam seine Machtstellung als Geschäftsführer des KWI für Physik zugute. Er konnte seiner Gruppe zeitweilig Wissenschaftler des KWI an die Seite stellen. Noch wichtiger waren die Expertisen, die von anderen über die Gottower Experimente verfasst wurden. Auch Heisenberg und Weizsäcker waren mit den Auswertungen der Gottower Versuche befasst. 52 Eine zeitweilige personelle Unterstützung erhielt Diebner auch von der PTR.
Kurz nachdem er den Doktortitel erworben hatte, wechselte er erst zur PTR und 1934 zum HWA. 16 Schumanns und Diebners Stärken lagen weniger auf theoretischem Gebiet, dafür umso mehr in der Organisation von Forschungsvorhaben. «17 Aufgebaut werden sollte das neue Referat in der Heeresversuchsanstalt Kummersdorf. Die eine, genannt Uranverein, unterstand dem Reichserziehungsministerium, die andere dem Heereswaffenamt. Wer unter den veränderten Bedingungen das Sagen hatte, sollte sich rasch entscheiden. Schumann wies Basche und Diebner an, eine Geheimkonferenz einzuberufen, auf der die Uranfrage diskutiert werden sollte. Das nötige Personal für den Aufbau einer kernphysikalischen Forschungsgruppe konnte man nun durch Einberufung zur Wehrmacht gewinnen. 18 So kam es, dass viele Mitglieder des Uranvereins ihren Militärdienst in der Atomforschung leisteten.
